The concluding seventh stage finished in Krakow and was won by the Soudal-Quick Step sprint ace Tim Merlier, who also took the opening stage.
Slovenia's Mohoric snatched overall victory by the finest of margins as he grabbed a bonus second in a mid-race intermediate sprint to emerge as champion ahead of Team UAE's João Almeida.
The pair had been neck and neck since stage two where Mohoric took a hilltop win for a four-second advantage, with the Portuguese rider drawing level on the stage six time trial on Thursday.
Polish rider Michal Kwiatkowski of Ineos Grenadiers rounded out the podium in third, a further 16 seconds down.
Mohoric won a Tour de France stage last month with a long-range sprint and won the Milan-San Remo in 2022 with a surprise downhill attack.
